The first picture is very interesting. The spanker’s outfit and bedspread look very 70s, as do the spankee’s knee socks and shoes, and her blue dress and the onlooker’s shirt match closely enough to be uniforms. Perhaps a supervisor disciplining students, or seasonal staff.
You are right the first one is from a 1970s set – not sure which publication though
